The College of Investigative and Remedial
Consulting Engineers of Australia, CIRCEA, was founded in 1986 by
a group of specialist members of the Association of Consulting Engineers
Australia (ACEA). There is no direct affiliation between the two
bodies.
The founding members had long felt the need
to have a body which could be a cross-referral centre in investigative
and forensic matters in all disciplines of engineering.
It is also intended that CIRCEA should act
as a clearing-house for public inquiries, and that it should play
a role in providing feedback to Institutions of higher learning,
and the like, of experience gained in analysing engineering failures.
CIRCEA became an Incorporated Association
under the NSW Associations Act in January 1990.
CIRCEA members are senior engineering practitioners,
having considerable experience in their respective fields of expertise.
As professional engineers, CIRCEA members will liaise with their
clients to establish the scope of services required and thereafter
provide the services contracted to the completion of the project
or matter as applicable.
CIRCEA members are experienced in forensic
engineering and risk management. Investigative and Remedial consultancy
services provided by CIRCEA members cover all facets of engineering
from foundation failures to electronic disturbances related to electromagnetic
interference and compatibility within today's technological environment.

CIRCEA, as a College of senior engineering
practitioners, is small in membership numbers, by comparison to
the Colleges within the Institution of Engineers, Australia and
even the ACEA, but it will always fulfil a function in society in
greater proportion than its membership numbers.

CIRCEA represents the interests generally
of the specialist chartered consulting
engineer practicing in the fields of investigative, remedial or
forensic engineering;
CIRCEA corresponds with institutions and associations with whom
contact is made in the course of investigative and forensic practice.
CIRCEA has recently made a submission at the request of the NSW
Supreme Court on the court reference process;
CIRCEA publishes its own guidelines on fees and conditions of engagement
for its members;
CIRCEA publishes a membership register giving the fields of expertise
of its
members, for distribution to potential clients;
CIRCEA maintains contact with similar specialist and forensic consultant
organisations in other countries;
CIRCEA conducts a yearly series of educational seminars for the
benefit of
engineers and related professionals;
CIRCEA responds to numerous inquiries arising from the professions,
its Yellow Pages entries and elsewhere, and operates a referral
service for the mutual benefit of the public at large and the College
membership;
CIRCEA disseminates relevant material to the general media, technical
journals and similar publications;
CIRCEA maintains a Web Site for Client Contact;
CIRCEA provides a Virtual Chambers for its members to intercommunicate
and to exchange information;
CIRCEA maintains contact with institutions of higher learning in
New South Wales, and will do so later in other states. The aim is
to give the academic staff and the engineering students in their
care the benefit of the experience gained by CIRCEA members in their
practice;
CIRCEA maintains a register of experts in engineering and related
fields for the purpose of cross referral. In this way it is hoped
that the public interest will be best served.
To advance the level of consulting
engineering expertise in Australia.
To maintain and advance the competence and recognition of members
of the College.
To promote engineering education with particular relevance to the
investigative and remedial specialist
To cooperate with the applicable national and international bodies,
engineers, and any body of professional practitioners in offering
professional service to the public.
To foster links and cooperate with professionals, associations,
institutions
and organisations active in related disciplines.
To promote research and development and improved practice in forensic
engineering.
To cooperate with Australian and overseas bodies with similar objectives
and to foster
the exchange of information by contact publications and the organisation
of technical
conferences, symposia and meetings.
To provide the facilities of a Virtual Chambers to members by the
use of the Internet.
